West Pokot County Government Signs MOU with ICPAK to Boost Financial Accountability
The County Government of West Pokot has inked a partnership with the Institute of Certified Public Accountants of Kenya (ICPAK), marking a major step towards strengthening transparency, accountability, and good governance in county operations.
The Memorandum of Understanding (MOU) was signed today during a brief ceremony led by Governor H.E Simon Kachapin CBS, EGH and ICPAK Chairperson CPA Philip Kakai, alongside other senior officials from both sides.
Speaking during the signing, Governor Kachapin underscored the role of sound financial management in service delivery. “Accounting is the engine of any government. This partnership reflects our shared commitment to professionalism, fiscal discipline, and building public trust,” he said.
The MOU paves the way for a joint technical team to be set up, bringing together experts from ICPAK and the county government to guide implementation. Key focus areas include continuous professional training for staff, supporting small and medium enterprises (SMEs), and building the capacity of local accountants and contractors.
“This partnership builds on the momentum we’ve already created,” the Governor added. “Our county was recently ranked first among all 47 counties in the 2022 Kenya County Budget Transparency Survey by IBP Kenya—and we intend to keep raising the bar.”
By signing this MOU, West Pokot takes another bold step toward achieving unqualified audit opinions across all departments, ensuring value for every shilling spent and further solidifying public confidence in its financial management systems.
